Statement of Program Service Accomplishments:
Lower Merion & Narberth Public Access Television (PATV) manages a Public Access television channel as a community service for the 60,000 residents and non-profits in the Township of Lower Merion and the Borough of Narberth. The non-profit corporation has no staff; all work is accomplished with the dedicated efforts of volunteers. All contributions are directed towards serving the community.
The year 2007 was the first full year of television programming since the activation of the channel in September 2006. The biggest accomplishment was the development of programming from an original 20-minute loop to a diversified community-based programming roster. During 2007, PATV researched and acquired necessary television production equipment and continued organizing and training. Highlights are listed below:
- Actively recruited community programming for the 24-hour, seven-day-a-week television schedule through pro-active efforts at community meetings, events, exhibits, and the development of the web site and day-to-day one-on-one telephone calls and meetings.
- Emphasized outreach to key local non-profit organizations to support their use of Public Access Television.
- Produced, videotaped, and edited programming to showcase community-based events and volunteers.
- Set up a one-camera easy-to-operate studio and edit bay for hands-on use by the community.
- Initiated the design of the community-training manual and produced two training videos for the Comcast three-camera studio in a live-to-tape production environment.
- Recruited and coordinated part-time free-lance and volunteer video-producers and editors to support community programming.
- Researched and acquired the first set of television production and post production equipment for the dedicated use of Lower Merion and Narberth non-profits and residents.
- Developed hands-on expertise for operating and maintaining the Leightronix Nexus television replay system, which is the tool that configures channel content with daily spreadsheets, slides, and clip segmentation.
- Developed hands-on expertise in operating video hardware and accessories with Sony, Canon, Seinnheiser, Electrovoice, Azden, Pro-Light, as well as in operating post-production equipment and software with Sony, Apple and IMovie.
- Represented Public Access community interests with cable operators Comcast and Verizon, the Township and Borough, and reviewed/ratified the Agreement between the Township, Borough, Comcast, and PATV.
- Institutionalized financial bookkeeping with the acquisition of new accounting software, training in double-ledger accounting, and outsourcing of federal and state reporting.
Ensured compliance with federal, state, and local non-commercial use of television, Federal Communications Commission (FCC) regulations, laws concerning copyright, and PATV policies and procedures.
